Kamal Siddiqui and colleagues present a pioneering comparative study of governance in South Asia's five megacities in 'Megacity Governance in South Asia: A Comparative Study'. The book examines Dhaka, Kolkata, Mumbai, Delhi, and Karachi within a common analytical framework. An introductory chapter establishes the theoretical foundations and methodology while identifying urbanization trends across the region. Each city chapter then discusses the quality and extent of civic services alongside key governance components including legal frameworks, accountability, transparency, decentralization, efficiency, corruption control, financial management, personnel practices, and citizen participation.
The authors attempt to explain governance outcomes through city power structures, internal resistance within municipal governments, social capital, and mobilization strength among service beneficiaries, particularly the poor and women. The concluding chapter compares governance experiences across the five cities to identify similarities, differences, and innovations while suggesting paths forward. Data was generated through multiple survey rounds with decision makers, implementers, observers, and beneficiaries of civic services. Given South Asia's rapid urbanization, this study offers valuable findings for academics and those involved in urban governance.
