The Plight of the Stateless Rohingyas: Responses of the State, Society' traces how the Rohingya refugee problem emerged through multiple historical trajectories. The study shows that the Rohingyas became stateless in their homeland before eventually being forced into refugeehood under conditions of persecution, discrimination, and torture. Even after arriving in Bangladesh, they have remained stateless amid their refugee status. The causes are categorized as primary factors under the 1951 Convention, secondary factors under the 1969 OAU Convention, and auxiliary factors such as economic, ecological, and demographic changes.
The book identifies four major dimensions of security threats faced by refugees: politico-military, economic, social, and environmental. While the host government bears primary responsibility, the study stresses that refugee security requires a collaborative approach involving refugees themselves, local communities, the country of origin, host country, donor states, regional organizations, and the UNHCR. A multi-faceted approach is essential, including cooperation between government and civil society, and engagement from the international community within the broader framework of development and international law. Only through combined efforts can the suffering of the Rohingya refugees be alleviated and their full participation in society be ensured.
